Gearing Up to Oppose Yet Another ConCon Push

The 2026 Idaho Legislature is underway. So, it’s no surprise to see a legion of lobbyists supported by big monied, out-of-state special interests planning and scheming for another shot at persuading Idahoans to support a Constitutional Convention.
This is nothing new. Efforts to convince state lawmakers to support a Constitutional Convention (ConCon) has become an annual affair. Highly paid lobbyists for Convention of States, U.S. Term Limits and Balanced Budget Now have been busy for several days now, milling about the halls of the Capitol and attending fundraisers and other events in the run-up to the start of session.
While each of these organizations are pushing separate agendas, they are united in the misguided belief that a Constitutional Convention is the best way to amend the U.S. Constitution to balance the budget, impose term limits or reign in federal overreach.
Our job is to once again oppose this reckless strategy and protect Idaho values and sovereignty. Last year, Idahoans from around the state rallied and urged lawmakers to reject the ConCon concept. Ultimately, the Idaho House voted 44-26 against HJR 10, which would have called on Congress to authorize an Article V Convention of States to debate amendments to the Constitution.
But the special interests are determined. They will spend tens of thousands of dollars again this year to influence lawmakers to support a ConCon. But the fact is, an Article V convention of states exposes our nation’s founding document to risk of permanent change in a way that harms the Idaho way of life.
